Dr Santos es abogado y Doctor en Jurisprudencia por la Universidad Central del Ecuador con una carrera en la industria petrolera y energética. Socio en el Estudio Santos. Fue Abogado y Jefe de la Unidad de Asuntos Legales de la Organización de los Países Exportadores de Petróleo (OPEC). Arbitro de la Cámara de Comercio de Quito y de la Cámara de Comercio Ecuatoriano-Americana. Era viceministro de Energía entre 1984 y 1987 y luego lideró el ministerio de Energía en 1988. Fue profesor de Derecho Societario de la Universidad Central y profesor de Derecho Económico de la Universidad de las Américas. Es el Ministro de Energía y Minas de Ecuador.
Dr Santos is a lawyer and Doctor of Jurisprudence from the Central University of Ecuador with a career in the oil and energy industry. He is a partner at Estudio Santos. He was a lawyer and Head of the Legal Affairs Unit of the Organization of the Petroleum Exporting Countries (OPEC). He was an arbitrator of the Quito Chamber of Commerce and the Ecuadorian-American Chamber of Commerce. He was Vice Minister of Energy between 1984 and 1987 and then headed the Ministry of Energy in 1988. He was a professor of Corporate Law at the Central University and a professor of Economic Law at the Universidad de las Américas. He is the Minister of Energy and Mines of Ecuador.
